Proposed Zoning – TOD (Transit-Oriented Development) District – A new zoning district is proposed for approximately 48.59 acres of land at and around this site (Comprehensive Zoning Amendment 48.02), to include the existing lumberyard and Merritt buildings on Henkel’s Lane, as well as certain lots in the Junction Business Park. The proposed zoning permits office and residential uses, and support services such as daycare, banking and laundry as secondary uses in buildings having another primary purpose. A US Route 1 Corridor Manual is being drafting to accompany the zoning regulation and will address landscape requirements and design standards. A County goal established for the proposed zoning is to increase population in the area and reduce industrial traffic by shifting it to other zoning initiatives along Route 1. The site is in Howard County’s designated Route 1 Revitalization District. MARC parking requirement is estimated at 652 spaces (914 total spaces); passenger growth at this location has been steady for the recent three-year period. Office and hospitality uses, as well as residential and service retail, appear to be viable at this location given zoning and development priorities; the proposed TOD zoning offers greater lot coverage with reduced setbacks for office use.
